Postman charged by ICAC for allegedly using false permits for free parking at government car park

A Postman was charged by the ICAC yesterday (August 15) for allegedly using false parking permits to park a car at a car park of a Government Offices Building for free for about six months, and using a copy of one of the parking permits to hinder and prolong an ICAC investigation. The offences were revealed in the course of a corruption investigation.
Man Chun-him, 38, Postman of Hongkong Post, faces two counts of using false instruments and one count of using a copy of a false instrument, respectively contrary to sections 73 and 74 of the Crimes Ordinance. The defendant was released on ICAC bail, pending his appearance at the Shatin Magistrates’ Courts tomorrow (August 17) for plea.
At the material time, the defendant was working at the Tai Po Delivery Office in the Tai Po Government Offices Building. The car park of the Tai Po Government Offices Building was managed by Guardian Property Management Limited (Guardian). Vehicles with temporary parking permits issued by Hongkong Post or other relevant government departments were allowed to park at the car park during working days for free.
It is alleged that between April and October 2022, the defendant used two temporary parking permits purportedly issued by Hongkong Post with the intention of inducing four security guards of Guardian to accept them as genuine.
The case arose from a corruption complaint. Enquiries revealed that the defendant also allegedly used a copy of one of the temporary parking permits at interviews with the intention of inducing an ICAC Investigator to accept it as a copy of a genuine instrument, which hindered and prolonged the ICAC investigation.
ICAC enquiries revealed that Hongkong Post had not issued the relevant parking permits to the defendant.
Hongkong Post and Guardian have rendered full assistance to the ICAC during its investigation into the case.
An ICAC spokesperson noted that providing false information to ICAC officers is a serious offence. The ICAC would follow up on breaches of such offence in a serious manner.
