Taikoo Shing chief estate manager arrested for bribery

A Chief Estate Manager of Taikoo Shing (Management) Ltd. (TSML), suspected to have accepted about $300,000 from a contractor in relation to maintenance contracts and job orders for Taikoo Shing in Quarry Bay, was arrested by the ICAC.
The suspect was caught red-handed yesterday by the ICAC after he allegedly took a $10,000 bribe from the contractor at the coffee shop of a hotel.
TSML, a subsidiary of Swire Properties Ltd., is the management company of Taikoo Shing.
Swire Properties rendered full assistance to the ICAC during its investigation.
The ICAC commenced an investigation after receiving a corruption report alleging that the Chief Estate Manager had accepted monetary advantages from a contractor for awarding a maintenance contract for Taikoo Shing ' s plumbing and drainage work.
Investigations revealed that around 1997, the Chief Estate Manager had allegedly accepted $200,000 in bribe from the contractor. The bribe was allegedly offered in relation to a maintenance contract for Taikoo Shing Phase II and was allegedly calculated at about 2.5% of the contract value.
Since then, the Chief Estate Manager had allegedly accepted regular bribe payments from the contractor for showing favour in securing work orders. It was alleged that between 1998 and 1999, he further accepted about $100,000 in total on several occasion s.
The Chief Estate Manager is still being detained, pending further inquiries. Meanwhile, the proprietor and a shareholder of an engineering company who were arrested in relation to this investigation had been released on bail.
