Nine arrested for alleged 'vote-planting' in 1999 DC election

Nine people, including a defeated candidate of the Kowloon City District in the 1999 District Councils (DC) election, were today (Friday) arrested by the ICAC for their alleged involvement in a “ vote-planting ” scam.
The defeated candidate was alleged to have made false statements relating to the addresses of at least eight electors on voter registration forms submitted to the Registration and Electoral Office in connection with the DC election held on November 28, 19 99.
Some of the electors involved were trainees of swimming classes conducted by the defeated candidate.
It was alleged the eight were not residing in the constituency as declared in their voter registration forms and the signatures were forged by the defeated candidate arrested.
The investigation originated from a complaint from the public.
The nine arrested - five men and four women - have been released on ICAC bail, pending further enquiries.
As at December 31, 1999, the ICAC has received 471 complaints alleging corrupt and illegal practices concerning the DC election, with 449 of them classified as pursuable.
Most of the complaints were related to voting offences, false statements, false claim of support, treating, and bribery.
