Contractor's senior surveyor arrested for allegedly soliciting bribes

A senior quantity surveyor of the main contractor for the construction of the Sheung Shui Abattoir was arrested by the ICAC yesterday (Thursday) for allegedly soliciting and accepting $80,000 in bribes from a sub-contractor for speeding up payment of project fees.

The suspect, a 33-year-old man, was caught red-handed in a restaurant in Sheung Shui after he allegedly took $73,000 cash from the proprietor of an engineering company.

Investigations revealed that the suspect had allegedly accepted $7,000 from the sub-contractor earlier.

The engineering company was sub-contracted to carry out auxiliary works at a cost of $5 million between 1997 and 1999 in the construction of the abattoir, a project of the then Regional Services Department.

The sub-contractor was paid the project fees by the main contractor in phases. It was suspected that when the sub-contractor chased for $320,000 project fees for the final phase, the surveyor demanded bribes.

The ICAC commenced an investigation into the bribery case after receiving a complaint from the public in December last year, which alleged that a surveyor had solicited advantages for expediting the payment of fees for sub-contracting works.

The arrestee is being detained by the ICAC, pending further enquiries.
