Restaurant director accused of offering advantages to chief health inspector

A managing director of a restaurant in Yuen Long, charged by the ICAC for allegedly offering advantages to a Chief Health Inspector of the then Regional Services Department (RSD), appeared in Tuen Mun Court today (Wednesday).

Tsui Wai-hang, 60, of Kar Shing Restaurant (Kar Shing), pleaded not guilty to one count of conspiracy to offer and two counts of offering an advantage to a government officer.

Magistrate Mr Timothy Jenkins adjourned the case until May 15, 2000 for trial.

It was alleged that Tsui, while having dealings with the government through the then RSD, had conspired with other staff members of Kar Shing to offer Chief Health Inspector Yip Tung a discount whenever he had lunch at the restaurant between late 1997 and July 1998.

The restaurant was under regular hygiene inspections by health inspectors from Yuen Long District, including Yip.

Two other charges alleged that Tsui offered a discount of $451 and $2,360 to Yip from two bills of Kar Shing on May 25 and July 17, 1998 respectively. The second bill related to a farewell banquet held for a Senior Health Inspector in Yuen Long District.

Tsui was granted cash bail of $5,000, and was ordered not to interfere with prosecution witnesses.

The prosecution was today represented by ICAC officer Eric Ma Shun-fat.
