Lengthy jail terms for drug traffickers charged by ICAC

Two brothers, involved in a $1.5 million drug manufacturing and trafficking case revealed in an ICAC investigation, were jailed for 24 years and 11 years at the Court of First Instance today (Thursday).

Wu Chi-keung, 31, unemployed, received 24 years' imprisonment after being found guilty on three counts of manufacturing and trafficking in a dangerous drug.

Wu Chi-lok, 27, also unemployed, who earlier admitted one count of trafficking in a dangerous drug, was sentenced to 11 years in jail.

The ICAC is investigating allegations that some police officers in Tuen Mun and Yuen Long accepted bribes for offering protection to drug traffickers operating in the region. This serious drug case was revealed in the corruption investigation.

In sentencing, Mr Justice McMahon said the crimes committed by the two defendants were serious, which warranted immediate custodial sentences.

The judge added that in Wu Chi-lok's case, he had taken into consideration his guilty plea, clear records and co-operation with the ICAC shortly after his arrest.

The court heard that the brothers were arrested in an operation mounted by the ICAC at an unnumbered hut at Muk Kiu Tau Village, Yuen Long on April 26 last year.

Wu Chi-keung was found manufacturing heroin and trafficking in 1,331.64 grammes of a mixture containing 875.69 grammes of heroin as well as 1,599.06 grammes of cannabis with Wu Chi-lok.

Wu Chi-lok pleaded guilty to unlawfully traffic in heroin between January 1 and April 26 last year.

So far, nine persons, including the Wu brothers, have been charged in connection with this investigation.

Four were given jail sentences ranging from one year to five years. The other two - Yau Heung-tung, merchant, and his wife Chan Yuen-ting - are pending trial, while one has been discharged.

The Court of First Instance has issued a warrant for the arrest of Chan who had failed to appear at the court on February 17, 2000 for hearing.
