Three more charged in Rural Committee bribery case

Three more Village Representatives of the Yuen Long Shap Pat Heung (SPH), including a vice-chairman of the Executive Committee of the SPH Rural Committee, were charged by the ICAC today (Thursday) with bribery offences in connection with the 1999 Rural Co mmittee Election.

Ching Chan-ming, 43, Vice-chairman of the Executive Committee of the SPH Rural Committee, and Village Representatives Chan Hoi-kwan, 70, and Ng Hung, 66, will appear at Tuen Mun Court tomorrow (Friday) at 9:30 am .

The defendants each faces one count of accepting advantages for voting for 15 designated candidates in the election of the Executive Committee of the Yuen Long SPH Rural Committee held on March 29, 1999, contrary to Section 5 of the Corrupt and Illegal Pr actices Ordinance.

The advantages were said to include passages from Macau to Singapore, from Singapore to Macau and from Macau to Hong Kong, hotel accommodation in Macau and Singapore, and accommodation at a holiday apartment at Tong Fuk, Lantau Island, Hong Kong.

The alleged offences took place between March 12 and 29, 1999.

Three other SPH Village Representatives were earlier charged by the ICAC in two separate cases.

They were alleged to have accepted cash, passages and hotel accommodation respectively in return for voting a certain candidate in the same election.

These defendants will appear in court again later this month.

Ching, Chan and Ng have been released on ICAC bail, pending their court appearances tomorrow.
