Former ITSD contract staff found guilty of stealing data

A system analyst was convicted at Eastern Court today (Tuesday) of unlawfully retrieving tendering data from an Information Technology Services Department (ITSD) computer system to help his company obtain government contracts, while he was seconded to ITSD.
Magistrate Mr Timothy Casewell adjourned the case to April 5, 2000 for sentence, pending probation and community service order reports.
Koo Chiu-tung, 35, was found guilty of two counts of obtaining access to the Project and Resources Management System of ITSD, to dishonestly gain for himself or Deborah Lee Pui-man and Elena Wang Yuen-ling restricted data on two tenders relating to the su pply of IT staff to ITSD and other government departments.
The offences took place between January 1, 1997 and April 21, 1999.
The case was uncovered during an ICAC investigation into alleged corruption involving an ITSD staff.
Lee and Wang were the managing director and the recruitment consultant respectively of IT People Limited (ITPL), one of the contractors for supplying information technology staff services to the Hong Kong Government. Koo was seconded from ITPL to ITSD.
The defendant had reproduced copies of the data he unlawfully obtained from ITSD and passed them to Lee through Wang. Such data was said to be useful to ITPL in future tendering of ITSD contracts.
Koo was on cash bail of $3,000, pending sentence.
The prosecution was today represented by Senior Government Counsel Winner Ho, assisted by ICAC officer Sidney Chow.
