Community service order for stealing computer data

A system analyst was ordered to perform 100 hours of community service at Eastern Court today (Wednesday) for unlawfully retrieving tendering data from an Information Technology Services Department (ITSD) computer system.
It was alleged that Koo Chiu-tung, 35, while he was seconded to ITSD, had passed such data to help his employer, an IT service company, obtain government contracts.
Koo was earlier found guilty of two counts of obtaining access to the Project and Resources Management System of ITSD, between January 1, 1997 and April 21, 1999, to dishonestly gain for himself or Deborah Lee Pui-man and Elena Wang Yuen-ling restricted d ata on two government tenders.
These tenders related to the supply of IT staff to ITSD and other government departments.
The case was uncovered during an ICAC investigation into alleged corruption involving an ITSD staff.
Lee and Wang were the managing director and the recruitment consultant respectively of IT People Limited (ITPL), one of the contractors which supplied information technology staff to the Hong Kong Government. Koo was at that time seconded from ITPL to IT SD.
The court heard that the defendant had reproduced copies of the data he unlawfully obtained from ITSD and passed them to Lee through Wang. Such data was said to be useful to ITPL in future tendering of ITSD contracts.
The prosecution was today represented by Senior Government Counsel Winnie Ho, assisted by ICAC officer Danny Lau.
