Former works clerk arrested for alleged bribery over HD redevelopment project

A man formerly employed by a consultancy firm on behalf of the Housing Department (HD) as an Assistant Clerk of Works (ACOW) has been arrested by the ICAC for allegedly soliciting and accepting advantages in return for lax supervision of construction work s at HD's Yau Tong Phase 5 redevelopment project.

Also arrested in the investigation were a building material subcontractor, aged 50, and another man, aged 38. The building materials provided by the subcontractor included different sizes of rubbles.

The ICAC earlier received a corruption complaint from the public relating to the redevelopment project at Ko Chiu Road, Yau Tong, Kowloon, which comprises Home Ownership Scheme residential blocks under construction.

The former ACOW, aged 40, had been employed by the consultancy firm, a civil structural engineering company, tasked to oversee the redevelopment project.

Investigations revealed that the former ACOW and the 38-year-old man were both partners of a company which had allegedly solicited works contracts from some subcontractors for providing miscellaneous services to various construction sites as a reward for lax supervision over the latter's work at the redevelopment project.

The former ACOW was also alleged to have solicited $50,000 and accepted $30,000 from the arrested subcontractor in September last year for allowing the latter to use substandard refill materials in levelling the site.

All the three arrested have been released on bail, pending further enquiries.
