C&E Senior Clerical Officer accused of soliciting $300,000 unauthorised loan and accepting moncake coupons

A Senior Clerical Officer of the Customs and Excise Department (C&E) was today (Thursday) charged by the ICAC for allegedly soliciting an unauthorised loan of $300,000 and accepting from a businessman a number of mooncake coupons for speeding up applicati ons for C&E removal or export permits.

Leung Kam-tsang, 51, of C&E, was today charged together with Winnie Wong Wing-ling, 25, secretary of the proprietor of Wing Lee Cheung (Universal) Limited (WLCUL). They will appear in Western Court at 9:30 am tomorrow (Friday) to face a total of eight charges.

WLCUL is a company engaged in trading cigarettes. The company requires permits issued by C&E to remove cigarettes from its warehouse and export them to overseas countries.

Three of the charges alleged that Leung had accepted an unspecified number of mooncake coupons from Cheng Ying-yim, proprietor of WLCC, as a reward for expediting the processing of applications for export or removal permits submitted by or on behalf of Ch eng.

Leung was also accused of soliciting a loan of $300,000 from Cheng without the general or special permission of the Chief Executive.

Wong was charged with four offences. Two of the charges alleged her of having conspired with Cheng to offer the coupons every Mid-Autumn Festival to Leung for the same reason.

The remaining two charges alleged Wong of conspiring with Cheng to use the name of another person, namely George Ng, in the application forms for export or removal permits.

The alleged offences took place between September 20, 1994 and July 31, 1999.

Leung and Wong were released on ICAC bail until their court appearance tomorrow.
