Assistant Supplies Officer admits taking bribes for leaking tendering information

An Assistant Supplies Officer of the Government Supplies Department (GSD) today (Friday) admitted that she had accepted gift cheques worth $10,000 in total from a supplier for leaking tendering information and helping the supplier successfully bid for various government contracts.

Eastern Court Magistrate Mr Ian Candy remarked that the defendant had seriously breached the code of conduct expected of a public servant.

The magistrate also said that the value of bribes, although comparatively small, did not reduce the seriousness of the offences.

Chan Siu-ha, Stella, 40, pleaded guilty to two counts of accepting two gift cheques, valued at $5,000 each, from a clerk and a manager of Shing Shun Engineering Factory (Shing Shun) respectively on September 29 and December 14, 1998.

The offences were committed while Chan was attached to GSD ' s Provisioning and Inspection Team at the Housing Department (HD)'s office at Pak Tin Estate in Shum Shui Po. Chan received the bribes for assisting in the business transactions between Shing Shun and HD.

Sit Kam-tai, proprietor of Shing Shun, who was charged in the same case, today pleaded not guilty to two charges of conspiracy to offer advantages to a public servant.

The magistrate adjourned sentencing Chan to May 26, 2000, pending a probation report; while Sit was ordered to appear in court on the same day for mention. The defendants were granted cash bail.

The court was told that as a result of Chan's assistance, Shing Shun was awarded 15 contracts for supplying sanitary wares, valued about $117,595 in total, by HD between September 8, 1997 and December 9, 1998. The goods were for HD's internal use.

ICAC officer Chan Wai-yee appeared for the prosecution today.
