Sergeant allegedly forced subordinate to provide bets for writing good staff report

The ICAC yesterday (Friday) charged a Police Sergeant for allegedly coercing a Police Constable (PC) to provide him with a Hong Kong Jockey Club (HKJC) telebet account and bet money in return for writing a favourable appraisal report on the PC.
It was alleged that the Sergeant had demanded the PC, who was his subordinate, to maintain $1,000 in the account on each racing day for betting by the Sergeant. The PC was allegedly requested to pay the Sergeant 10 percent of the dividends if he won in t he races, but was required to shoulder all losses.
Police Sergeant Kwan Ming-chou, 48, will appear at Kwun Tong Court at 9:30 am on Monday (May 8, 2000) to face 10 corruption charges. He is currently on ICAC bail.
The charges accused Kwan of accepting an advantage, namely the right to operate a HKJC telebet account in the name of Police Constable Chan Ying-kai, for preparing a favourable appraisal report for Chan.
The alleged offences took place between November 24, 1999 and January 12, 2000, when Kwan was attached to Divisional Investigation Team of the Sau Mau Ping Police Station.
Kwan was the immediate supervisor of Chan, and was responsible for reviewing Chan ' s advancement in February 2000.
It was alleged that between November 24, 1999 and January 12, 2000, Kwan had used $2,000, deposited by Chan into the telebet account, to place bets on horse races, and had sustained a total loss of $1,994.
