Quantity surveyor faces bribery charges over abattoir project

A senior quantity surveyor of the main contractor for the construction of the Sheung Shui Abattoir was today (Tuesday) charged by the ICAC for allegedly taking $80,000 in bribes from a sub-contractor for processing payment of project fees.

The defendant was earlier caught red-handed by ICAC officers in a Sheung Shui restaurant after he allegedly took $73,000 cash from the sub-contractor.

Leung King-lun, 33, senior quantity surveyor of China State Construction Engineering Corporation (China State), will appear at Fanling Court at 9:30 am tomorrow (Wednesday) to face two corruption charges. He is currently on ICAC bail.

China State was the main contractor of the Sheung Shui Abattoir, a project of the then Regional Services Department.

Between 1997 and 1999, China State sub-contracted auxiliary works of the construction of the abattoir to Kin Kee Construction Engineering Company (Kin Kee), operated by Chan Luen-kin.

Kin Kee completed its contractual works in May 1999 and since then, Chan had been chasing Leung for $310,000 project fees.

Leung was said to have solicited $100,000 for releasing the payment of the project fees.

It was alleged that after taking $7,000 from Chan, Leung agreed to reduce the total amount of bribes to $80,000.

Leung was arrested by ICAC officers after allegedly receiving the remaining $73,000 in a restaurant.

Leung now faces two counts of accepting $80,000 in total from Chan in November 1999 and on January 20 this year.
