Site supervisor alleged of bribery caught red-handed

A site supervisor of an engineering company, who allegedly accepted bribes totalling $200,000 for awarding sub-contracts relating to two construction projects, was caught red-handed by the ICAC yesterday.

The 38-year-old site supervisor was arrested at a Sham Shui Po restaurant yesterday after receiving an alleged monthly bribe payment of $48,800 from the subcontractor.

The suspect has been released on ICAC bail, pending further inquiries.

The engineering company concerned was a contractor for steel fixing works at the Hong Kong University (HKU) ’ s New Medical Complex Project in Pok Fu Lam and a government laboratory project in Sham Shui Po.

The case was uncovered as a result of an ICAC investigation into a corruption complaint.

Enquiries revealed that the subcontractor had worked under the suspect ’ s supervision while being employed as a temporary worker at the HKU site last year.

In January this year, the suspect offered to help him obtain works contracts for the HKU project and the Public Health Laboratory Centre at Nam Cheong Street. The subcontractor was instructed to set up a company for receiving the contracts which mainly i nvolved the supply of labour for cut-and-bend works.

The subcontractor made profits from the sub-contract works by paying workers at a rate lower than that offered by the contractor.

The arrestee had allegedly solicited two-third of the profits obtained by the sub-contractor as a reward. The bribe money was said to be shared between the suspect and another man who had acted as a middleman.

Enquiries also revealed that between February and April this year, the arrestee had allegedly received $150,000 in total, paid in three instalments, from the subcontractor.

The latest corrupt transaction allegedly took place at a restaurant yesterday. After taking $48,800 from the sub-contractor, the site supervisor was arrested by ICAC officers at the scene.
