Police sergeant solicited and accepted unauthorised loans from subordinates

A Police Sergeant admitted soliciting and accepting unauthorised loans of $15,000 in total from three Police Constables who were his subordinates at Kwun Tong Court today (Tuesday).

Lo Kam-yick, 49, pleaded guilty to one count of soliciting and two counts of accepting loans, without the general or special permission of the Chief Executive, contrary to Section 3 of the Prevention of Bribery Ordinance.

Magistrate Mr John Glass adjourned the case until June 7 for sentence, pending background and community service order reports. Lo was granted cash bail of $5,000.

The court heard that Lo was re-employed as a Police Sergeant on a contract basis in 1995. He had served in the force for 25 years before his retirement.

Between January 5, 1997 and October 6 last year, Lo was attached to the Patrol Sub-Unit of the Ngau Tau Kok Police Station.

On April 28 last year, Lo asked Police Constable Poon King-lam for a $4,000 loan because he was short of cash. Despite repeated demands, Lo failed to repay the money until the lender said he would report the matter to a senior officer.

In the same month, Lo solicited a $7,000 loan from another Police Constable, Chow Ka-wah, claiming that he needed money to pay his sister's hospital fees. After the request was turned down, Lo asked his subordinate to hush up the matter.

On January 17 this year, Lo asked a $4,000 loan from a third Police Constable, Li Hok-lung, when they met at a restaurant, saying that his relative had been admitted to hospital. The subordinate withdrew the money from his bank account and passed it to L o. Lo failed to make any repayment since then.

The prosecution was today represented by Senior Government Counsel Eddie Sean, assisted by ICAC officer Kitty Lau Kit-yin.
