CLP staff arrested for alleged CCTV contract bribery scam

The ICAC has arrested a total of six people, including two staff members of the security branch of China Light and Power Company (CLP), for alleged corruption relating to the award of a $4 million contract to an unqualified contractor.

It was alleged that the contractor had promised to pay part of the profit to some personnel of the CLP security branch in order to secure the contract and for them to turn a blind eye to sub-standard works.

The two-year contract, awarded in March last year, concerned the supply, installation and maintenance of Closed Circuit Television (CCTV) security system in CLP customer services centres.

In an operation conducted on Friday, the ICAC arrested a senior technician and technician attached to the CLP security branch and four men from the contractor, including the proprietor of the company.

ICAC investigations revealed that the contractor was not a qualified licencee to provide installation, maintenance or repairing service on security devices.

It was also alleged that the contractor had also used parts deviated from the specifications or omitted the installation of some parts and allegedly had overclaimed payment of about $2 million.

So far CCTV installation works at 20 sites had been completed under the contract.

The complaint was referred to the ICAC from the management of CLP earlier and the company had rendered full assistance in the investigation.

All the arrestees have been released on bail, pending further investigation.
