2000-5-31

A Police Constable, who allegedly accepted bribes totalling $29,000 from a female suspect in a drug case for altering his statement in relation to the investigation, was caught red-handed by the ICAC yesterday (Tuesday).

Lau Yip-po, 35, was arrested in a shopping arcade in Wong Tai Sin yesterday after receiving $19,000 from the suspect.

Lau, attached to the Wong Tai Sin Police Station, will be charged by the ICAC with three bribery offences. He will appear before San Po Kong Court tomorrow (Thursday) at 9:30 am .

The case arose from a corruption complaint. Inquiries revealed that on May 23, 2000, Lau, while patrolling in San Po Kong, stopped and arrested the suspect found to be in possession of 32 gram of suspected heroin.

The suspect was then taken to the Wong Tai Sin Police Station and put on police bail, pending further investigation.

Lau later called the suspect and requested a meeting.

When Lau met the suspect on May 27, 2000, he allegedly offered to alter his own statement relating to the drug case and solicited a reward of $10,000.

Lau was said to have accepted $10,000 cash from the suspect.

Lau allegedly solicited another $50,000 from the suspect when they met again on May 30, 2000. After taking $19,000 from her, Lau was arrested by ICAC officers at the scene.

Lau will face one count of being a public servant, soliciting and two of accepting advantages.
