Teacher and laboratory technician arrested for allowing unauthorised access to A-level examination apparatus

A teacher and a laboratory technician of a secondary school have been arrested by the ICAC for allegedly allowing unauthorised access to laboratory apparatus used in this year’s Hong Kong Advanced Level Examinations (HKALE) before the examination took place.
The ICAC is investigating a corruption complaint alleging a teacher having bribed a laboratory technician to facilitate unauthorised access to examination apparatus.
The investigation has been conducted with the full co-operation from the school concerned and the assistance of Hong Kong Examination Authority (HKEA).
The school concerned was one of the examination centres of HKALE Physics practical examination while the teacher and the laboratory technician were appointed by HKEA as the Centre Examiner and the Centre Assistant respectively.
Prior to the examination, each centre received from HKEA a list of the apparatus required and premature disclosure was forbidden.
HKEA also provided certain apparatus that the school did not possess for the examination. After such apparatus were delivered to the school, they were barred from any unauthorised access prior to the examination.
This year ’ s A-level Physics practical examination took place between April 25 and 27.
Investigations revealed that the two arrested had arranged for candidates from their own school to access and use the apparatus about ten days in advance.
Under the Hong Kong Examination Authority Ordinance, any person appointed to carry out duties under the Ordinance, is required to preserve secrecy and should not allow unauthorised access to records in his possession or custody.
The two arrested have been released on ICAC bail, pending further inquiries.
