Two serving Police Constables have been arrested by the ICAC during an undercover investigation into suspected bribery by police officers to “ fix up ” police investigations.
The ICAC investigation also revealed their alleged involvement in other criminal activities, including selling dutiable cognac. One of them had allegedly plotted a robbery.
The two constables were caught red-handed in Mongkok early yesterday (Tuesday) morning when selling bottles of dutiable cognac to an undercover agent.
The ICAC earlier received a corruption report alleging that named police officers might have accepted bribes to compromise police investigations.
The two arrested, aged 38 and 40, were attached to the Kowloon City Division ' s Patrol Sub-unit and Kowloon City District Crimes Squad respectively.
ICAC investigations revealed that in May this year, the patrol constable discussed with an ICAC undercover agent the possibility of helping him “ fix up ” a robbery case which involved the agent ' s relative.
The patrol constable had solicited $2,000, and subsequently accepted $1,200 from the undercover agent as a reward.
Investigations also revealed that the patrol constable had allegedly incited the undercover agent to assist him in a robbery at a money changer. The plot did not materialise due to the ICAC ' s arrests.
Inquiries also revealed that the patrol constable had allegedly taken $500 out of $1,000 informants ' fees from the undercover agent.
Between May 25 and June 27 this year, the two constables had sold a total of 30 bottles of dutiable cognac to the undercover agent for $22,560.
Meanwhile, a 47-year-old retired Senior Detective Police Constable was also arrested yesterday in connection with an allegation that he had received bribes to write off a criminal case in 1994.
The arrestees have been released on ICAC bail, pending further inquiries.
