ICAC charges Senior Hawker Control Officer for alleged 'scapegoat’ plot

A Senior Hawker Control Officer of the Food and Environment Hygiene Department and a hawker were today (Wednesday) charged by the ICAC for allegedly arranging for a “scapegoat” to face prosecution for obstruction at Cheung Wah Street, Sham Shui Po.
Senior Hawker Control Officer Chiu Chi-sing, 56 and stall operator Ng Ka-kuen, 48, face one joint charge of intending to pervert the course of public justice on June 22, 1999.
They will appear at North Kowloon Court tomorrow (Thursday) morning at 9:30 am , and are currently on ICAC bail.
The defendants were said to have prevented the prosecution of Ng for an obstruction offence by falsely representing that an acquaintance of Ng was the stall operator responsible for the offence.
Chiu was attached to the Sham Shui Po District while the alleged perversion offence took place. Ng was the proprietor of a fruit shop at Cheung Wah Street, Sham Shui Po.
