CSD officer accused of bringing mobile phone into prison for bribes

An Assistant Officer II of the Correctional Services Department, charged by the ICAC with allegedly soliciting bribes from a prisoner for providing a mobile phone and accepting an unauthorized loan, appeared at San Po Kong Court today (Thursday).
Lai Wai-shun, 24, pleaded not guilty to two charges in violation of the Prevention of Bribery Ordinance, and one count of introducing unauthorized articles into Pik Uk Prison.
Magistrate Mr Kwok Wai-kin adjourned the case to December 4, 2000 for trial. The defendant was granted bail of $3,000 in cash and was ordered not to leave Hong Kong and not to interfere with prosecution witnesses.
The ICAC commenced investigation after receiving a corruption report.
Lai was accused of having conspired with Ip Man-lung to solicit $5,000 from Wong Chi-lai, Jeff, for Lai to provide Wong with a mobile phone for the latter to use in Pik Uk Prison.
Lai was alleged to have told Ip that he could introduce a mobile phone into the prison for prisoners' use at a charge of $5,000 per work shift.
The defendant was also said to have accepted a loan of $20,000 from Chan Hoi-hing, nicknamed "Ah Long", without the general or special permission of the Chief Executive.
A third charge alleged Lai of introducing unauthorized articles into Pik Uk Prison, namely, a mobile phone, a pager, a mini radio with a pair of earplugs and an electronic timer clock.
The alleged offences took place between December 1999 and March 2000, when Ip Man-lung, Wong Chi-lai and Chan Hoi-hing were inmates at Pik Uk Prison.
The prosecution was today represented by ICAC officer Yeung Kwan.
