Nine hawkers charged for alleged 'scapegoat' plots

Nine hawkers respectively operating in the Western District and Chai Wan were today (Thursday) charged by the ICAC in separate cases for allegedly arranging "scapegoats" to face prosecution for obstruction offences.

Chan Oi-mei, 40; Chan Yuk-kiu, 51; and Wu Yau-kwan, 71, each faces two counts of conspiracy to pervert the course of public justice.

Chan Kai-ming, 62; Lau Shu-tong, 57; Shiu Shui-ching, 58; and Wong Hang-hing, 54, each faces one similar charge.

The above defendants will appear at Western Court tomorrow (Friday) at 9:30 am .

Wong Mei-luen, 49; and Yung Wai-siu, 47, each charged with one similar offence, will appear at Eastern Court tomorrow at 9:30 am .

It was alleged that these hawkers, while operating their food stalls in the Western District and Chai Wan, had conspired to prevent prosecution for obstruction offences, by falsely representing that a number of substitutes were the stall operators respons ible for the offences.

The cases arose from the ICAC's proactive investigations in relation to a newspaper report in April last year, alleging that some hawkers operating at various locations were arranging "scapegoats" to face prosecution for obstruction offences with the corr upt connivance of officers of the then Urban Services Department.

The defendants are currently on ICAC bail, pending their court appearances tomorrow.
