Senior Superintendent arrested for alleged corruption over purchase of bullet proof vests

The ICAC yesterday (Friday) arrested a Senior Superintendent of Police (SSP) attached to the Police Forensic Firearms Examination Bureau (FFEB) for alleged corrupt dealings with two companies which respectively provided bullet resistant vests and hi-tech equipment to the Police.
Also arrested were the Chief Executive Officer of the US company which supplied bullet resistant vests, a director of a local company which provided sophisticated equipment for firearms examination and maintenance services of technical equipment, and his girlfriend.
The ICAC inquiry originated from a corruption complaint alleging the SSP of accepting advantages for assisting the two companies involved to obtain contracts from the Police.
The SSP had allegedly provided assistance to the US company in securing contracts to supply bullet resistant vests for a special type of ammunition.
In order to facilitate the US company to produce vests in accordance with Police requirement, the SSP was said to have, without authorisation, provided the company with samples of the special ammunition and allowed the latter to monitor the tests conducte d by the Police on the bullet resistant vests supplied by the company.
Samples from the first shipment of 1,141 sets of bullet resistant vests supplied by the company had failed the test. Such vests have never been put to use by the Police.
Inquiries also found that the SSP had allegedly assisted the local company in procuring some sophisticated equipment and in securing maintenance contracts for various forensic facilities used by the Police.
The SSP had also allegedly allowed the director of this company to submit bogus quotations in order to get another purchase order of a special equipment for testing bullet resistant vests.
The SSP is also alleged to have corruptly assisted a woman to obtain an employment visa from the Immigration Department to stay in Hong Kong, by falsely representing that the woman was employed as a translator for a special project undertaken by the Polic e.
The ICAC has alerted the Police about the investigation and maintained close liaison with the Police management.
All the arrested were released on ICAC bail while inquiries are continuing.
