Nine charged for alleged vote-planting scam in 1999 DC election

Nine people, including an unsuccessful candidate of the Kowloon City District in the 1999 District Councils (DC) election, were today (Monday) charged by the ICAC for their alleged involvement in a vote-planting scam.
The defendants are : Victor Chan Chun-wai, 36, swimming instructor; Tse Yu-fau, 30, taxi driver; Poon Elton, 23, unemployed; Lee Ying-wai, 21, student; Chan Wai-sum, 33, housewife; Fung Che-yuen, 37, stock broker; Wendy Tao Mei-fung, 33, part-time staff o f the Hong Kong Jockey Club; Monica Tsang Kim-man, 34, clerk; and Willy Ho Ka-wai, 28, computer sales.
They will appear at San Po Kong Court at 9:30 am tomorrow (Tuesday) on a total of 24 charges, including conspiracy to defraud the Registration and Electoral Office (REO) and voting offences under Section 14(1)(a) of the Corrupt and Illegal Practices Ordinance.
Chan Chun-wai was a candidate for the Hung Hom Constituency of the 1999 Kowloon City DC election. He was also the chairman of a swimming club while some of the defendants were members of the club.
The ICAC investigation originated from a complaint from the public.
Investigations revealed that Chan had allegedly asked the other eight defendants to make false statements relating to their residential addresses on voter registration forms submitted to the REO in connection with the DC election held on November 28, 1999 .
It was alleged that those eight people were not residing at the addresses as declared in their voter registration forms and the signatures were allegedly forged by Chan.
Chan now faces 11 counts of conspiring with various persons to defraud the REO.
The remaining defendants were charged with a total of 13 offences, including conspiracy to defraud the REO and voting in the Hung Hom Constituency during the 1999 DC election, knowing that they were not entitled to vote in the constituency.
The alleged offences took place between January and September 1999.
The defendants are currently on ICAC bail, pending their court appearances tomorrow.
