IRD deputy commissioner faces court for alleged housing fraud

A deputy commissioner of the Inland Revenue Department (IRD) and her husband, charged by the ICAC for allegedly deceiving the Hong Kong Government over application for Private Tenancy Allowance, appeared at Eastern Court this afternoon.
No pleas were taken from Sin Law Yuk-lin, Agnes, Deputy Commissioner of Inland Revenue and Sin Kam-chuen, Senior Civil Engineer of the Civil Engineering Department, both aged 53.
Magistrate Mr Timothy Casewell adjourned the case to October 16, 2000 for plea at District Court. The defendants were each granted bail of $50,000 in cash, and were ordered not to leave Hong Kong and not to interfere with prosecution witnesses.
Sin Law Yuk-lin, Agnes, was charged with one count of using a document which contained a false, erroneous or defective statement, with intent to deceive the Government, under Section 9(3) of the Prevention of Bribery Ordinance.
The alleged offence occurred on June 30, 1983 while she was a Chief Assessor of IRD.
She was alleged to have used an Application for Private Tenancy Allowance which contained a false statement claiming that the leased property at Flat A, 11th Floor, Block 7, Provident Centre, Wharf Road, Hong Kong, was not owned by herself, and/or any mem ber of her or her spouse's families.
The alleged false statement also claimed that neither she, nor any member of her or her spouse's families had a financial interest in the said property.
With the false representations, she had allegedly obtained Private Tenancy Allowance totalling $335,650 for a period of 37 months.
Sin Kam-chuen faced one count of aiding, abetting, counselling and procuring his wife to commit the above offence.
The prosecution was today represented by Senior Assistant Director of Public Prosecutions Kevin Zervos.
