Auxiliary Sergeant faces court for allegedly cheating job with false qualifications

An Auxiliary Police Sergeant, charged by the ICAC for allegedly cheating on a teaching job with the Hong Kong Baptist University (HKBU) by falsely claiming that he possessed a law degree obtained from an overseas university, appeared at San Po Kong Court today (Tuesday).
Sunny Leung Tim-keung, 38, legal executive of a legal firm, had been employed by the HKBU's School of Continuing Education as a part-time law lecturer.
Leung today pleaded not guilty to one count of having dishonestly obtained the opportunity to earn remuneration in the employment of HKBU, by falsely presenting that he was qualified as required by HKBU for employment in the capacity of part-time instruct or in law subjects.
Magistrate Mr Kwok Wai-kin adjourned the case to December 8, 2000 for pre-trial review. The defendant was granted bail of $5,000 in cash, and was ordered not to interfere with prosecution witnesses.
The ICAC earlier received a corruption complaint alleging that Leung might have accepted unauthorized loans.
During the course of investigation, the alleged job scam was revealed.
It was alleged that when Leung applied for a part-time law lecturer job at HKBU in October 1995, he falsely claimed that he was an Auxiliary Police Inspector, possessing a law degree from the Manchester Polytechnic (now the Manchester Metropolitan Univers ity).
Leung also allegedly claimed that he had been awarded a recognized certificate in law by the International Chinese Law Institute.
Investigation revealed that the university had no records showing the defendant had been registered as a student, nor had he been awarded any diploma by the university.
It was also revealed that the certificates issued by the International Chinese Law Institute were not accredited.
Leung had earned a total of $119,766 in salary as part-time lecturer of HKBU between October 1995 and March 1999.
The courses Leung had taught at HKBU included "The Legal Framework", "Contract Law" and "Introduction to Law".
The prosecution was today represented by ICAC officer Ho Wai-kwan.
