ICAC officers commended for outstanding performance and exemplary conduct

Eighteen serving and two former Independent Commission Against Corruption (ICAC) officers were today (Wednesday) awarded the Commissioner’s Commendations or the Operations Directorate’s Commendations for their remarkable performance in investigative work and exemplary conduct.

Speaking at the presentation ceremony, Alan Lai Nin, Commissioner of the ICAC, said these officers had displayed full commitment and loyalty in discharging their public duties.

“Their dedication has helped to place the ICAC as one of the best law enforcement agencies in both the local and international arenas,” he said.

Chief Investigator Ricky Yu Chun-cheong, Senior Investigator Johnny Chau Hung-teng and former Senior Investigator Ian Dunn were accorded the Commissioner’s Commendations for their outstanding leadership and remarkable investigative abilities demonstrated in some recently completed cases.

Yu was in charge of a corruption investigation involving two police communications officers taking bribes to leak confidential crime information. This case originated from a referral from the Police Force.

Chau was responsible for the investigation of a corruption case, in which a managing director of a US-based investment company received bribes totalling $50 million in return for buying shares from some listed companies.

The ICAC had obtained the assistance of the Mainland authorities and law enforcement agencies in the United States, Singapore and Australia in this investigation.

Dunn was involved in the investigation of a former banking chief who took $4.5 million in bribes in return for favours to the now defunct Carrian Group.

The investigation team was highly praised by the trial judge who remarked that it was fortunate for Hong Kong to have such “fine and dedicated officers” in fighting corruption.

Twelve other officers were awarded the Operations Directorate’s Commendations for their dedicated effort and commendable performance in various investigations, including construction scams, Letters of Credit frauds and a corruption-facilitated smuggling case.

They were Chief Investigator Magdalen Tsai Mun-ling; Senior Investigators Simon Ho Kwok-keung, Andrew Wong Huen-ming, Dominic Leung Lee-shing, Diman Mak Wai-keung, Vanessa Cheng Kam-ip; Investigators Ken Ho King-yeung, Christina Lock Shuk-mei, Joey Lee Ch i-leung, Daphne Lim Suet-san; former Assistant Investigator Chris Ng Siu-wai; and a surveillance officer.

Five officers responsible for the design and management of the Operations Department’s computer network and information system also received the Operations Directorate’s Commendations. They were Chief Investigator Sydney Sun Hiu-ming, Senior Investigators Tsui Chong-shek, Mary Pang Mok-lan, Chong Kwok-sum and Ian Leong Ian-nang.

Meanwhile, Mr Lai also presented souvenirs to five other ICAC officers who were earlier awarded honours or commendations by the government.

Director of Corruption Prevention Thomas Chan Chi-sun and Assistant Director of Operations Ryan Wong Sai-chiu had been awarded the ICAC Medals for Distinguished Service.

Principal Investigators Ricky Hui Kar-man and Stephen Chan Chor-keung received the ICAC Medals for Meritorious Service whilst Chief Investigator Mike Squires was given the Chief Executive’s Commendation for Government/Public Service.

At today’s ceremony, 114 officers were also awarded for their long service with the Commission, ranging from 10 years to more than 25 years.

Fourteen staff members of the general and support grades were awarded the 20 years’ or 30 years’ Government Meritorious Service Certificates.
