Property agents charged over alleged bribery and cash rebate fraud

2000-11-23

Three property agents of a real estate agency have been charged by the ICAC for alleged bribery and cash rebate fraud in connection with the transaction of a residential unit cum carpark in Tseung Kwan O, valued at about $3.5 million.

Yeung Chor-wah, 35, Cheung Mong-ching, 30, both property consultants of Hong Kong Property Services (Agency) Ltd. (Hong Kong Property), and Ng Kwok-leung, 33, sales manager of Hong Kong Property, will appear in Kwun Tong Court at 9:30 am tomorrow (Friday) to face four charges.

The case originated from a corruption complaint, which alleged that property agents of a real estate agency had solicited $3,000 in “laisee” money from a property buyer. ICAC enquiries revealed the offences.

One of the charges alleged that Yeung, Cheung and Ng had conspired to defraud buyer Ching Yuk-wan by falsely representing to Ching that she would be given a rebate equivalent to 1.5 per cent of the value of any property she purchased through Hong Kong Pro perty.

They were alleged to have falsely represented to Ching that a rebate agreement signed between Ng and Ching was a genuine agreement, and that a rebate of $52,274 would be given to Ching for the purchase of a flat and a carpark in La Cite Noble, Tseung Kwan O.

Two other charges alleged that Yeung and Cheung had solicited an unspecified sum of money and subsequently agreed to accept a payment of $3,000 from Ching as rewards for assisting her in purchasing the property.

The remaining charge alleged Yeung of making an unwarranted demand with menaces by asking Ching to accept $30,000 instead of the agreed amount of $52,274 rebate for the purchase of property from Hong Kong Property.

The alleged offences took place between September 19 and October 21 last year.

The defendants have been granted ICAC bail, pending court appearances tomorrow.
