Pair charged over alleged use of non-compliant materials at HOS project

One former and one serving employees of a superstructure main contractor for a Housing Department (HD)'s Home Ownership Scheme (HOS) construction project, earlier arrested by the ICAC in connection with the use of non-compliant steel bars at the construct ion project in Tung Chung, were today (Thursday) charged for conspiracy to defraud HD.

The $761 million project at Tung Chung Area 30 Phase 3 comprises four HOS blocks.

Chan Fung, 37, and Chow Che-wai, 45, respectively former Quality Control Engineer and Project Manager of Cheung Kee Fung Cheung Construction Company Limited, will appear at Tsuen Wan Court at 9:30 am tomorrow (Friday) .

The ICAC commenced investigation after receiving a corruption complaint alleging that some HD site staff might have accepted advantages from the main contractor and its subcontractors for allowing the use of non-compliant building materials at the above s ite.

Six persons, including the two defendants, were arrested in an ICAC operation in May this year.

The pair were jointly charged with three counts of conspiring with Fung Tin-tai, Lee Hing-tong, Lo Yue-hang, Wong Ying-fat and So Lai-heung to defraud HD between January and May 1999.

The charges alleged the defendants of having submitted false documents to HD purporting to satisfy HD that certain reinforcement steel bars had been removed from the construction site at Tung Chung Area 30 Phase 3.

The defendants were granted ICAC bail, pending their court appearances tomorrow.

Meanwhile, the ICAC continues its investigation into the corruption allegation, during which HD has rendered full assistance.
