Assistant Supplies Officer and company owner jailed for bribery over leakage of tendering information

An Assistant Supplies Officer of the Government Supplies Department and a company proprietor were respectively jailed for nine months and 15 months at Eastern Court today (Wednesday) for bribery over leakage of tendering information.

Government officer Chan Siu-ha, Stella, 41, earlier pleaded guilty to two counts of accepting an advantage.

Sit Kam-tai, 51, proprietor of Shing Shun Engineering Factory (Shing Shun), was today convicted of two charges of conspiracy to offer advantages to a public servant. Shing Shun was a sanitary wares supplier.

The court heard that when the offences were committed, Chan was attached to the Provisioning and Inspection Team of the Supplies Section of the Housing Department (HD) at Pak Tin Estate in Shum Shui Po.

Between September 8, 1997 and December 9, 1998, Chan assisted Shing Shun to bid the tenders from HD by leaking other tenderers' information, including bidding prices, to a clerk of Shing Shun.

Chan also reminded the clerk to submit suitable samples which could meet the requirements of HD's specifications.

With Chan's assistance, Shing Shun was awarded 15 contracts by HD for supplying sanitary wares, valued about $117,595 in total.

On September 29, 1998, Sit gave his clerk a $5,000 gift cheque wrapped in an envelope and instructed her to offer it to Chan to reward her assistance in the business transaction between Shing Shun and HD.

On December 14, 1998, Sit also instructed a manager to offer Chan another envelope containing a $5,000 gift cheque for the same reason.

The prosecution was today represented by Government Counsel Kelvin Lee, assisted by ICAC officer Ada Chan Wai-yee.
