He had allegedly conspired to offer $1,600 a week to Cheung Yiu-yuen and Cheung Chi-kin as a reward for taking newspapers away from Cathay Catering and supplying them to Li.
Li was also alleged to have handled at the time of his arrest 23 stolen copies of newspapers being the property of Cathay Catering.
Cheung Yiu-yuen faced three charges, which alleged him of conspiracy to accept $400 every three to four days, $1,600 a week and $200 to $600 a week from Li and Lo in return for stealing newspapers from Cathay Catering and delivering to them.

Cheung Chi-kin faced three similar offences of conspiracy to accept $80 to $90 a day, a weekly payment of $1,600 and $200 for the same reason.
Lo, Choy and Lee each faced one count of accepting a monthly payment of $1,200 to $3,000, $700 to $1,100, and $1,300 respectively for the same reason.
