Nine Nepalese guards convicted of paying bribes for jobs

2001-3-2

Nine Nepalese workers were today (Friday) found guilty at Eastern Court of offering bribes to a former inspector of a security company to obtain employment as security guards.

They were each sentenced to six months' imprisonment, suspended for 18 months, by Magistrate Mr Henry Mierczak.

The defendants were Gurung Bal Kumar, 57; Rai Bir Bahadur, 48, Gurung Jai Kumar, 532, Gurung Uttam, 33, Gurung Lal Bahadur, 60; Gurung Prem Kumar, 40; Rai Bhupal Sing, 46; Rai Bal Bahadur, 60 and Sherpa Rapden, 53, all former security guards of the Reunio n Security Limited (RSL).

They were amongst 14 people arrested last year in an ICAC operation involving a security company's inspector who allegedly introduced jobs for a large number of Nepalese workers for bribes.

The nine defendants were today convicted of a total of 11 offences of conspiracy to offer and offering bribes to Limbu Manbir, a former inspector of RSL, for Limbu to assist them to obtain employment or re-employment with RSL as security guards.

The amount of bribes involved ranged from $1,500 to $3,000 on each occasion.

The offences took place between January 1998 and September 1999.

The court heard that RSL employed Nepalese as security guards to provide security service to various construction sites in the territory.

Limbu, while being employed by RSL as an inspector, was responsible for supervising all Nepalese guards.

He was also entrusted the duties of recommending new recruits and arranging re-employment of serving guards.

Two other Nepalese workers who earlier pleaded guilty to similar bribery offences were respectively given a two-month and four-month suspended sentence.
