Former staff of community centre charged for allegedly deceiving Employees Retraining Board of $160,000 allowances

The ICAC has charged a former staff member of a community centre funded by the Employees Retraining Board (ERB) for allegedly cheating ERB of about $160,000 in allowances and tutor fees by falsely representing that his girlfriend and his mother had taught retraining courses.

Yiu Sai-hoi, 32, former project manager of the Holy Carpenter Church Community Centre (HCCCC) and partner of Sun Way Office Systems (Sun Way), together with co-defendant Leung Yuet-ming, 29, freelance writer, appeared in San Po Kong Court today (Thursday) on a total of 31 offences.

The HCCCC is funded by the ERB to conduct employee retraining courses, while Sun Way rented computers to the HCCCC for running the courses.

Magistrate Mr Kwok Wai-kin transferred the case to the District Court for plea on March 27, 2001.

Yiu was charged with 22 offences.

Seven of the charges alleged that Yiu had submitted request forms to the HCCCC, falsely representing that his mother Leung Kit-lei was entitled to $42,720 in tutor fees of Chinese computer courses.

Nine other charges alleged that Yiu had submitted request forms to the HCCC, falsely representing that his girlfriend Leung Yuet-ming was still a tutor of training courses and was entitled to $63,100 in tutor fees or placement follow-up expenses.

Yiu was accused of four counts of conspiring with Lee Tat-shing, Bonny, to defraud the HCCCC by dishonestly concealing the interest of Yiu in Sun Way and of Yiu and Lee in the computer systems and/or computer classes provided to the HCCCC.

Lee was in charge of the overall operation and management of the HCCCC.

Another charge accused Yiu of conspiring with Lee to falsely represent to the HCCCC that Leung Kit-lei was entitled to $54,139 in rewards, salary or commission as a part-time co-ordinator of summer tutorial classes.

The remaining charge alleged that Yiu had falsified a letter of certification of the Chinese University, with the intention that Yiu should use it to induce somebody to accept it as genuine.

Leung Yuet-ming faced nine charges, which alleged that Leung had stolen debts in the total sums of $63,100 owed to the HCCCC.

The alleged offences took place between December 1996 and August 1999.

Yiu and Leung Yuet-ming were granted cash bail of $60,000 and $30,000 respectively. They were also ordered to surrender their travel documents and not to leave Hong Kong.

The prosecution was today represented by ICAC officer Alan Pang Ying-yu.
