Response Statement
2001-3-8
Regarding the news about the death of Mr Leung Moon-hok, the ICAC expresses sympathy over the tragedy and conveys condolences to Mr Leung's family.
In response to press enquiries, an ICAC spokesman confirms that Mr Leung was invited by telephone to attend an interview at the ICAC premises as a witness on March 5, 2001, in connection with an on-going investigation into a corruption complaint.
The complaint, received in June 2000, alleged an unsuccessful candidate in the District Council elections in 1999 of committing a treating offence. Since Mr Leung was believed to be able to provide information to assist in the inquiry, he was invited for the interview on a voluntary basis. A female ICAC officer took a witness statement from him during the meeting.
On March 6, 2001, Mr Leung contacted the ICAC and volunteered to provide further information in relation to the inquiry. A meeting was set up on the same day and a second witness statement was taken.
On March 7, 2001, Mr Leung approached the ICAC again, indicating that he wished to give further information. It was agreed that a meeting would be arranged later at a mutually convenient date.
The ICAC spokesman stressed that Mr Leung has all along been treated as a witness and has not asked for any assistance or protection from the Commission.
"The Commission is most willing to offer any assistance to Mr Leung's family and the Police which is investigating the death of Mr Leung," the spokesman added.
