Senior executives of Mainland's window company subsidiary charged

The ICAC has charged three senior executives of a subsidiary of a Tianjin Municipal Government's window company in Hong Kong for allegedly deceiving their employer of over $1.1 million by falsifying accounting documents on transportation expenses.

Yu Kwok-leung, 47, deputy general manager of Kennex Shipping Limited (Kennex); Chan Yin-kai, 51, assistant general manager of Kennex; and Chan Yee-ling, 41, finance manager of Kennex, appeared in Eastern Court today (Thursday) on a joint charge of conspir acy to false account. Yu further faced one count of theft.

Kennex is a subsidiary of Tsinlien Transporation Company Limited (Tsinlien), a window company in Hong Kong of the Tianjin Municipal Government.

Tsinlien's main business relates to the leasing of containers to its parent company - the Tin Hoi Group, which is a state-owned enterprise.

No pleas were taken today. Magistrate Mr Ian Candy adjourned the case until April 6 this year for mention, pending transfer to the District Court.

The case arose from a corruption complaint, alleging that Yu, Chan Kin-kai and Chan Yiu-kai had conspired to use false documents to deceive their employer. ICAC enquiries revealed the offences of false accounting and theft.

The trio jointly faced one count of conspiring with Tsinlien's general manager and director Zhang Xue-gang and others to falsify payment vouchers and supporting documents of Tsinlien and Kennex, purporting to show that transportation expenses had been inc urred.

Yu was also alleged to have stolen a debt in the sum of $17,570 owed to Kennex by the China State Bank Limited.

The alleged offences took place between March 9, 1999 and May 31 last year.

The three defendants were each granted cash bail of $30,000. They were also ordered not to leave Hong Kong, not to interfere with prosecution witnesses, and to report to the Police twice a week.
