Senior Police Superintendent charged with conspiracy to provide false information to obtain employment visa for Mongolian woman

The ICAC today (Tuesday) charged a Senior Superintendent of Police (SSP), a director of an equipment supplier and a Mongolian woman for alleged conspiracy to provide false information to the Immigration Department in order to obtain an employment visa for the woman.

Brian John HEARD, 55, SSP attached to the Police Forensic Firearms Examination Bureau; Peter John COOMBER, 47, director of OED Limited; and Gonchigsuren ODSUREN, 36, housewife, will appear at 9:30 am in Eastern Court on Thursday (April 12) on one count of conspiracy offence.

OED Limited, which is a local company, supplies equipment for firearms examination to the Hong Kong Police Force and provides maintenance services of technical equipment.

The charge alleged that between October 5, 1998 and May 10, 1999, HEARD, COOMBER and ODSUREN had conspired together to furnish false representations to an immigration officer that ODSUREN was to become employed as a technical author and interpreter by OED Limited, and ODSUREN was required for her translation skills of scientific texts from Russian or Mongolian into English.

The offence was uncovered in an ICAC investigation into allegations that the SSP had corruptly assisted OED Limited and another US company to obtain contracts to respectively supply hi-tech equipment and bullet resistant vests to the Police.

The accused have been released on bail, pending their court appearances on Thursday.
