Former site supervisor jailed for accepting bribes over construction projects

A former site supervisor, who was caught red-handed by the ICAC, was today (Wednesday) jailed for nine months for soliciting and accepting bribes totalling $200,000 as rewards for recommending contracts to a subcontractor.

Lai Kon-kin, 38, former site supervisor of VSC Engineering Products Co. Ltd., was earlier found guilty on two counts of soliciting and four counts of accepting of $200,000 in total from Li Chiu-kwong, the proprietor of Poly Colour Enginering Company (Poly Colour), between February and April last year.

Magistrate Mr William Ng Shing-wai also ordered Lai to return $145,200 to Poly Colour after he served out his custodial sentence.

VSC Engineering Products Co. Ltd. was the contractor for steel fixing works for two construction projects - the University of Hong Kong's New Medical Complex in Pok Fu Lam and the government’s Public Health Laboratory Centre in Sham Shui Po.

The court was told that Lai had helped Li obtain cut-and-bend work contracts for the two projects and solicited two-thirds of the profits as a reward.

Lai also suggested Li cut the agreed rate of wages paid to workers in order to increase the profit margins.

Li subsequently paid the defendant $145,200 in total on three occasions. On the fourth occasion, the defendant was arrested after taking $48,800 bait money from Li.

The prosecution was today represented by Sammy Hui on a fiat, assisted by ICAC officer Pan Pan.
