Ex-MTRC staff and subcontractor jailed for bribery over Diamond Hill Station project

A former employee of the Mass Transit Railway Corporation (MTRC) was today (Friday) sentenced to 21 months' imprisonment at District Court for soliciting $200,000 and accepting $40,000 in bribes for exercising lax supervision over the repair works carried out at an MTR station.
The project's subcontractor involved was jailed for one year for offering the ex-MTRC staff $78,000 cash and the payment of nightclub entertainment expenses.
The two defendants - Wong Hok-shing, 34, former works supervisor of MTRC, and Chan Ming-piu, 46, proprietor of Xiaoming Engineering Company (Xiaoming), was earlier found guilty by Judge Pang on four counts of corruption charges.
The court also ordered Wong to pay MTRC $40,000 in restitution within 30 days.
The court heard that Xiaoming had subcontracted from the main contractor water leakage repairing works at the MTRC's Diamond Hill Station (Diamond Hill Station project).
Wong was tasked to supervise the works carried out by Xiaoming.
Wong was found guilty of soliciting $200,000 from Chan for rendering lax supervision and expediting the process of certifying the works done at the Diamond Hill Station project between late 1998 and mid 1999.
Wong was also convicted of accepting from Chan $40,000 during the same period for similar reasons.
Meanwhile, Chan was convicted of one count of offering a $78,000 bribe to Wong for Wong to speed up the certification of works done by Xiaoming in December 1998.
Chan was further found guilty of offering Wong the payment for expenses incurred at New Flower City Karaoke Nightclub on September 18, 1998 to reward Wong for rendering lax supervision in respect of the same project.
The prosecution was represented Richard Donald on a fiat, assisted by ICAC officer Nelson Lau.
