Six serving and one former FEHD officers charged over Marble Road 'scapegoat plots'

Six serving Assistant Hawker Control Officers (AHCOs) and one former AHCO of the Food and Environmental Hygiene Department (FEHD), who allegedly connived at "scapegoat" plots and arrested substitutes for illegal hawking at Marble Road, North Point, were c harged by the ICAC with perversion offences.
The six serving AHCOs, Wong Fu-wing, 52; Mak Yee-shun, 52; Sin Chi-hang, 36; Wong Fat-ng, 38; Lok Kwong-hung, 41; Lai Ka-chun, 24; and former AHCO Wan Sau-fan, 32, will appear at Eastern Magistracy at 9:30 am next Monday (April 23) . They are currently on ICAC bail.
Wan Sau-fan is now a serving woman Police Constable.
The seven defendants each faces one count of doing an act tending and intended to pervert the course of public justice.
They were alleged to have, on separate occasions between January 28 and November 25, 1999, arrested Ho Shit, Lau Wai-lin and Lee Yee respectively for obstruction offences, knowing that those persons had not committed the said offences.
The ICAC earlier received information from the Police suspecting that some hawker control grade officers of the Eastern District had been corruptly protecting a syndicate which manipulated illegal hawking activities at Marble Road.
It was alleged that the syndicate, upon obtaining prior warnings of impending raids against illegal hawking, had arranged for scapegoats to turn up at the scene for arrests.
The ICAC mounted an operation in February last year.
Two alleged "scapegoats", Ho Shit and Lau Wai-lin, three other AHCOs and two other civilians, were earlier charged in connection with the investigation. They will face trial next month.
