CSD officers charged with taking bribes to supply drugs and porn books to prisoners

Two assistant officers of the Correctional Services Department (CSD) were charged by the ICAC today (Friday) for allegedly accepting $45,000 in bribes to bring prisoners unauthorised articles including marijuana, pornographic books, money and food.

CHEUK Fan-ming, 47, Assistant Officer I, and Singh BALJINDER, 24, Assistant Officer II, will appear at 9:30 am in Western Court next Monday (May 7) .

BALJINDER faced eight charges, which alleged him of accepting bribes totalling $35,000 from Li On.

In return, BALJINDER was said to have delivered 80 packets of cigarettes, marijuana, pornographic books, food, cash, mobile phones, a mini-TV set and a video game machine to Li and Chow Siu-hei, and carried out bank transactions for them.

Li and Chow were serving prisoners at Tung Tau Correctional Institution when the alleged offences took place.

CHEUK was charged with one count of accepting $10,000 from Li for recharging mobile phone batteries for Li, providing cash and food to Li and Chow, and carrying out bank transactions for them.

The alleged offences occurred between January and September 1998.

The CSD had rendered full assistance to the ICAC during its investigation.

CHEUK and BALJINDER have been released on ICAC bail, pending their court appearances on Monday.
