Trio charged for alleged $1.3m bribery scam over award of CLP security works contracts

The ICAC today (Monday) charged a former employee of CLP Power Hong Kong Limited (CLP), a contractor and a site supervisor for their alleged involvement in a $1.3 million bribery scam relating to CLP security works contracts.

Cheung Siu-kei, 33, former Senior Technician of CLP; Tse Hoo-yeen, Louis, 37, and Cheung Chiu-kam, 30, respectively proprietor and site supervisor of Wingo Engineering Company (Wingo), will appear at 9:30 am in North Kowloon Court tomorrow (Tuesday) on a total of 12 offences.

Wingo was awarded contracts at a total value of about $3.6 million by CLP to supply, install and maintain the closed circuit television (CCTV) security system at its customer services centres and sites.

The case arose from a referral from the management of CLP, which had rendered full assistance to the ICAC during its investigation.

The trio were among six persons arrested in an ICAC operation last year.

Cheung Siu-kei faced two counts of conspiring with Tse for Cheung Siu-kei to accept from Tse ten per cent of the value of all security works contracts awarded to Wingo by CLP as rewards for Cheung to assist in the promotion, execution or procuring of thos e contracts. The actual amount of the alleged rewards were about $97,000.

Two other charges alleged Cheung Siu-kei of accepting from Tse cash payments totalling $690,000 in return for not properly supervising the works performed by Wingo for CLP on the security system at various CLP sites.

Cheung Siu-kei was also accused of conspiring with Tse for him to accept $40,000 for a similar reason.

Tse was alleged to have offered $550,000 to Cheung for the same reason.

Cheung Siu-kei and Tse jointly faced three charges, which alleged that they had conspired to defraud CLP by dishonestly causing CLP to make total payments of $1,249,656.

It was alleged that the duo had falsely represented to CLP that all the works performed by Wingo at the Black Point Power Station Store, the Tseng Kwan O Substation and the Pei Ho Street Customer Service Centre were satisfactorily completed in accordance with the specifications prescribed by CLP.

Two other charges alleged the three defendants of conspiring together to defraud CLP of payments totalling $2,861,225 by falsely representing that all the works performed by Wingo for the CCTV system at 18 CLP sites and the intruder alarm system at eight CLP sites were satisfactorily completed.

The remaining charge alleged Cheung Chiu-kam and Tse of using false invoices, cash memos and receipts with intent to induce the officer-in-charge of CLP's Security Branch to accept them as genuine to CLP's prejudice.

The alleged offences took place between January 26, 1994 and May 17, 2000.

The three defendants have been released on ICAC bail, pending their court appearances tomorrow.
