Former manager charged over alleged non-compliant steel bars at Yuen Chau Kok HOS project

A former manager of a steel supplier was yesterday (Tuesday) charged by the ICAC in relation to the alleged use of non-compliant steel bars for the superstructure construction of a Housing Authority (HA) Home Ownership Scheme in Yuen Chau Kok, Shatin.
Li Chun-tat, 42, formerly employed by Long & Wide Development Ltd. (Long & Wide), will appear at Shatin Court at 9:30 am tomorrow (Thursday) on a conspiracy charge.
The ICAC uncovered this case from documents seized from an operation relating to alleged use of non-compliant steel bars at another HOS site in Tung Chung.
Investigations had revealed that a quantity of steel bars supplied to the Yuen Chau Kok site had failed the laboratory test.
It was alleged that Li had falsified a bogus document to show that those non-compliant steel bars were returned to the supplier as required by HA.
The charge alleged Li of conspiring with Ling Kar-yau and Lam Ki-to to forge a weighing docket of Kwong Fai Steel (HK) Limited (Kwong Fai), purporting to show that 7,790 kilograms of Y12 steel bars were returned to Long & Wide by Paul Y-ITC General Contra ctors Limited (Paul Y) on November 6, 1999.
Paul Y was the main contractor of the HOS project. Ling and Lam were respectively quality control engineer of Paul Y and clerk of Long & Wide.
The offence took place between November 6 and 9, 1999.
Li was granted ICAC bail, pending his court appearance tomorrow.
