Former vice-chairman of Yan Chai Hospital and contractor charged by ICAC over alleged $1m decoration loan theft

A former vice-chairman of the Yan Chai Hospital (Yan Chai) and a decoration contractor were today (Wednesday) jointly charged by the ICAC for their alleged involvement in a scam to steal more than $1 million in relation to decoration projects at the hospi tal's dental clinics.

Lee Nim-wai, 48, second vice-chairman of Yan Chai's 32rd Term Board of Directors and a dentist by profession, and Leung Hon-keung, 39, proprietor of Kam Hing Decoration Engineering Company (Kam Hing), will appear before Eastern Court at 9:30 am tomorrow (Thursday) on two theft charges.

The ICAC earlier received a corruption complaint, alleging that a decoration contractor might have offered bribes to a Yan Chai vice-chairman for the award of decoration contracts at the hospital's dental clinics.

ICAC investigations revealed that in April 1999, Yan Chai awarded Kam Hing two contracts in relation to decoration work at the two dental clinics in To Kwa Wan and Shau Kei Wan. The total contract sum was $1,240,200.

It was alleged that Lee and Leung had dishonestly obtained two loan payments, totalling $1,083,276, from Avco Financial Services (Asia) Limited (Avco), which was engaged by Yan Chai to re-finance the decoration work.

The defendants were jointly charged with stealing two debts, respectively in the sum of $565,660 and $517,616, owed to Yan Chai by Avco on May 3, 1999.

The defendants have been released on ICAC bail, pending their court appearances tomorrow.
