Plant supplier offers bribes to CUHK gardener for business

A plant supplier admitted at North Kowloon Court today (Thursday) that she had bribed a gardener of the Chinese University of Hong Kong (CUHK) for securing business.
Leung Oi-lin, 37, pleaded guilty to two counts of offering an advantage to public servant under Section 5(1)(a) of the Prevention of Bribery Ordinance.
The charges stated that the defendant had offered a total of $1,400 to CUHK's garderner Fung Ko-tang on two occasions between October 28, 1995 and June 30, 1997. The bribes were for Fung to procure contracts between Leung and CUHK for the supplying of pl ants.
Magistrate Mr Sham Siu-man adjourned the case to July 19, 2001 for sentence, pending the defendant's background report. The defendant was granted bail of $1,000 in cash.
The court heard that in September 1995, Fung approached the defendant at Prince Edward Road West, where she peddled flowers and plants.
Fung, after ordering azalea and Ixora valued at $3,130, solicited $200 to $300 from the defendant as a reward for the above purchase.
The defendant subsequently delivered the plants to CUHK.
After CUHK had settled the payment at the end of October 1995, Fung demanded from the defendant the agreed advantage. The defendant paid Fung $200.
In April 1997, Fung again approached the defendant and asked for a quotation for 60 pots of lotus.
Upon Fung's request, the defendant agreed to inflate the selling price from $30 to $50 per pot, and issued an inflated invoice to CUHK.
The defendant also agreed to pay Fung $20 per pot as a reward for his order.
After the defendant received payment from CUHK at the end of May 1997, Fung approached the defendant the following month and accepted $1,200 from her.
The prosecution was today represented by Senior Government Counsel Winnie Ho, assisted by ICAC officer Li Wai-keung.
