ASD staff faces court for allegedly accepting mobile phone to provide tip-off

A Senior Survey Officer of the Architectural Services Department (ASD), charged by the ICAC with allegedly accepting a mobile telephone as a reward for providing a maintenance subcontractor with information about sample checks on its works, appeared in Ko wloon City Court today (Tuesday).
Leung Mei-chun, 39, attached to ASD's Quality Control Unit (QCU), pleaded not guilty to one count of accepting an advantage, contrary to section 4(2)(a) of the Prevention of Bribery Ordinance.
Magistrate Mr Ernest Lin adjourned the case until July 31 for mention.
The charge alleged that between May 1 and May 31 last year, Leung had accepted a Nokia 8210 mobile telephone valued at about $2,650 from Yip Siu-kau, proprietor of Sun Wah Engineering Company (Sun Wah) and Sunspower Construction Limited (Sunspower).
Sun Wah and Sunspower were subcontracted to carry out maintenance works on government properties in Western, Yaumati, Tsimshatsui and Mongkok districts.
The mobile telephone was said to be a reward for Leung to provide information to Yip on sample checks to be carried out by QCU, to withhold dimension books submitted by Sun Wah and Sunspower for QCU sampling, and to remain favourably disposed towards Yip.
The defendant was granted cash bail of $5,000.
The prosecution was today represented by ICAC officer Joanne Tang.
