ICAC starts 24-hour enquiry hotline for Legco By-election

The ICAC has commenced a 24-hour election hotline service for public enquiries with regard to the Legislative Council By-election next month.

The hotline 2920 6530, set up for enquiries concerning the Elections (Corrupt and Illegal Conduct) Ordinance (E(CIC)O) and related issues, will be in service until the end of October.

It is part of the ICAC’s efforts to ensure the forthcoming Legco By-election is run in a clean, fair and honest manner.

Nomination for candidature of the By-election starts today (August 2) and will close on August 15.

The By-election, scheduled for September 16, will return a Legco member to fill the seat vacated by Professor Ng Ching-fai’s resignation from office.

Outlining the ICAC’s efforts to promote clean elections, Programme Co-ordinator (Elections), Miss Rosaline Cheung, said: “It is important that candidates and their agents understand the election law so that they will not breach it unknowingly.”

She said promotional materials aimed at enhancing awareness and better understanding of the electoral law and regulations would be distributed to candidates, election agents and voters through various channels. They include:

An information package for candidates and election agents which features major provisions of the E(CIC)O as well as a VCD to illustrate, through a drama, the gist of the legislation.

A publicity leaflet will be mailed to voters, appealing them to support a clean election.

ICAC officers will upon request pay visits to individual candidates and their election agents to explain the essence of the election law.

“We will also attend the briefing to be organized by the Electoral Affairs Commission for candidates to help them better understand the law,” said Miss Cheung.
