Subcontractor wanted for alleged corruption over Fanling and Tin Shui Wai projects

The ICAC is looking for a subcontractor of the Housing Department (HD) for allegedly bribing an HD Architect and soliciting bribes from other subcontractors in connection with HD development projects in Fanling and Tin Shui Wai.
Chan Shu-ming, Andy, 46, proprietor of Good Year Professional Services Company (Good Year), was amongst 12 persons arrested by the ICAC in August last year, including HD Architects Tang Hoi-on and Tjong Kee-ming.
Chan was subsequently released on ICAC bail pending further inquiries. In April this year, he refused to have his bail conditions extended. The ICAC later lost contact with the suspect.
The Eastern Court today (Tuesday) issued a warrant for the arrest of Chan, at ICAC’s application.
Good Year provides HD housing projects with various services, including water proof coating, fire protection works and window framing.
ICAC investigations revealed that Chan had allegedly offered $2 million to Tjong Kee-ming in return for subcontracts for carpark deck coating and fire protection works at Tin Shui Wai Area 102 Phase 7.
Chan also allegedly conspired with Tang Hoi-on and another subcontractor Chan Ka-ning to solicit advantages in relation to work contracts at Fanling Area 49A Phase 2.
It was alleged that in return, Tang would use his influence to cause certain materials, of which either Chan Shu-ming or Chan Ka-ning was an agent, to be used in the Fanling project.
Chan Shu-ming, Andy, is about 170 cm tall and is of fat build.
Anyone who has information on Chan Shu-ming’s whereabouts or any other information that may lead to his arrest is urged to contact the ICAC on its 24-hour hotline 2526 6366. Information received will be treated in the strictest confidence.
Meanwhile, Tang, charged in connection with the same investigation, appeared at District Court today on four charges, including conspiracy to accept advantages, conspiracy to solicit advantages and conspiracy to offer advantages to a public servant.
The case was adjourned to January 14, 2002 for trial.
Tang was earlier jailed for two years in a separate trial, for accepting meals, nightclub entertainment and escort services from HD contractors for providing favourable treatment.
