Four jailed for bribery over triad wounding fix-up case

The District Court today (Wednesday) sent a serving and a former Police officers and two others to jail for bribery in relation to "fixing up" a wounding case allegedly involving triad members in 1994.

Lau Kwok, 38, Police Constable, and So Siu-kam, 48, who was a Senior Police Constable while the offence took place, were each sentenced to four years' imprisonment.

Codefendants Ng Pui-hung, 37, transportation worker, and Yiu Yiu-choi, 39, casual worker, each received a three-year jail term.

The defendants were found guilty on one count of conspiracy for public servants to accept advantages under Section 4(2) of the Prevention of Bribery Ordinance.

The charge stated that the four defendants and another serving Police Constable Tsang Cheung-fu had conspired with Ho Tam-shing and others for Lau, So, Tsang and other unknown police officers to accept advantages from Ng, Yiu and Ho.

The advantages were for the three Police officers to ensure that a police investigation into a wounding offence allegedly committed by Yiu, Ng, Ho, Yu Yat-man and Ng Kim-ming would not implicate the suspects, and that should any of the suspects be charged , the prosecution would be so frustrated as to avoid convicting them.

The offence took place between February 10, 1994 and November 30, 1995.

The court heard that the three police officers had accepted a total of $45,000 from the suspects for arranging for the victim not to testify in court.

The prosecution was today represented by Graeme Mackay on a fiat, assisted by ICAC officer Kitty Lau.
