ICAC charges two executives for alleged corruption and fraud involving multi-million dollar contracts

The ICAC today (Tuesday) charged two business executives for their respective involvement in alleged corruption and fraud scams, each involving multi-million dollar worth of supply contracts.
In the first case, Sin Ka-leung, 36, sales manager of Extensive Trading Co. Ltd. (Extensive), has been charged with one count of conspiracy to accept bribes over the purchase of $6 million worth of door locks used for public housing projects.
He will appear at Kowloon City Court at 9:30 am tomorrow (Wednesday) , accused of conspiring with Ching Tak-chung Stephen to accept $277,440 from Leung Wai-tak Lerry for placing purchase orders with door lock supplier, Sentry Builders Hardware Limited (Sentry), on behalf of Extensive.
Extensive was subcontracted by a main contractor of HA to install door locks at two HA projects at Aldrich Bay and Choi Hung Road.
The alleged offence took place between 1999 and 2000, when Ching was Sin's consultant and Leung was a partner of Sentry.
Leung was jailed for nine months last month after pleading guilty to offering bribes to Sin.
In the second case, Chan Hiu-tao Deacon, 36, former team manager of Redcats Asia Limited (Redcats), faces three holding fraud charges in relation to $6.6 million worth of business orders. He will appear at Kwun Tong Court at 9:30 am tomorrow .
Redcats is a mail order company based in France.
When the alleged offences took place between the second half of 2000 and April 2001, Chan was responsible for sourcing hardware products for Redcats.
Two of the charges alleged that Chan had falsely represented that China Sources Industrial (International) Limited (China Sources) was the Hong Kong office of a Mainland supplier and induced a director of Redcats to cause a subsidiary of Redcats to place purchase orders of a total of 167,594 sandwich toasters with China Sources.
The remaining charge alleged Chan of falsely representing that China Sources was the supplier of radio cassette players, and induced the subsidiary of Redcats to order 380,000 radio cassette players from China Sources.
Both Sin and Chan have been released on ICAC bail, pending their court appearances tomorrow.
